5 White House Recommendations on Regulating AI

Last month, the Obama Administration issued a report outlining recommendations of how the U.S. Government should approach regulating Artificial Intelligence.

The report, entitled “Preparing for the Future of Artificial Intelligence”, identifies the current state of AI development as well as the technology’s existing and potential applications. The report also questions what possible issues the progress of AI raises for society and public policy.

The White House organized the Frontiers Conference hosted by Carnegie Mellon University in Pittsburgh to bring the public, experts from a variety of technological fields and businesses together to discuss the technological future of the United States.

 “I am a science geek,” said President Obama, who opened his speech with, “I am a nerd – and I don’t make any apologies for it. It’s cool stuff.”

“The recommendations include one guiding principle: necessary regulation should not break the momentum of innovation.”

The report lists recommendations that should be prioritized for all government agencies and concerned parties.

President Obama stressed that while utilizing AI is a risky proposition in some respects, it may also be the key to solving many of humanity’s challenges in the near future. The role of government regulation should be limited to ensuring safety, fairness, and a lack of discrimination in AI policy making.  

Here are 5 White House recommendations that should be adopted in regulating technology:

1. Experts Should be Included in Policymaking

With regard to policymaking, the White House recommends recruiting technical experts as an integral part of any committees tasked with regulating AI. The hope is that having an informed legislature with a more comprehensive understanding of the technology that they are regulating will encourage safer, more thoughtful innovation.

2. Flexibility in Regulating Autonomous Vehicles

The Obama White House has pledged $3.9 billion to the development of autonomous cars on U.S. roads for 2017. They recommended an evolving plan for the integration and regulation of fully autonomous vehicles as the technology matures.

3. Air Traffic Control Overhaul

The Federal Government should help integrate drones into US airspace by investing in new Automated Air Traffic Control that oversees and coordinates both manned and unmanned craft.

4. Artificial Think Tanks

Immediately, the U.S. Government should adopt data standards that allow AI-driven research among federal agencies, academics, and in the private sector.

5. Anti-Discrimination Measures

The report urges that AI systems designed to make consequential decisions should also be equipped with parameters that ensure fair and impartial decision-making to prevent discrimination in a pluralistic society like in the U.S.
